Federation

Federation: Small parts combined into one whole (dual citizenship)
One is first part of a City, but also part of a country
One is part of a business unit, but also part of an organisation

SMALL
Faster, focused (customer facing), flexible, friendly (personal) and fun (free to be yourself)

BIG
Economies of scale (finance, distribution, purchasing, manufacturing)
Large cashflow, better security, more variety & scope

To be different, but part of the same
Compromise is done willingly if there is confidence in the capability of the central function
One has some sense of belonging to a larger whole of which it is part.
